After witnessing Dean almost kill a guy, Sam decides to make sure he takes the brunt of it so no one else gets hurt. When he sees Dean getting agitated by the mark, he puts himself in harm's way to protect the innocent. Dean is powerless to stop Sam's plan because he is beyond reason once the MOC takes over. He is out for blood. Anyone's blood."
